I received a voicemail with a recorded message from this number today. The only words I could make out were: "against you," "arrest warrant," "for more information on the case file." I also noticed that I missed a call from them yesterday (there was no message left then). When I called the number a little while ago, a man with a very thick non-American accent answered, but I couldn't understand what he said, so I asked him to repeat it. After three attempts at trying to make out what he was saying, I gave up and hung up. Apparently some kind of scam.

It is a scam.

The IRS does not initiate contact via a phone call, they first send postal letters.
The IRS does not threaten arrest.
The IRS does not demand immediate payment over the phone.
The IRS does not ask for Credit card, Debit card, or prepaid money card information, at all.

It is a scam ran by offshore criminals attempting to trick you into sending them money.
Hang up and report the call here:

Reply to scammer
The IRS reminds people that they can know pretty easily when a supposed IRS caller is a fake. Here are five things the scammers often do but the IRS will not do. Any one of these five things is a tell-tale sign of a scam. The IRS will never:
Call to demand immediate payment, nor will we call about taxes owed without first having mailed you a bill..

Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.

Require you to use a specific payment method for your taxes, such as a prepaid debit card.

Ask for credit or debit card numbers over the phone.

Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.
