This number has been in a message from my friend's hacked Facebook.
As:
Did you hear that the World Bank and the U.S Department of Treasury are giving out the sum of $50,000.00 in order to help some people in the states, am so grateful because am among those who got the cash from the World Bank Agency. I was surprised to see your name on the World Bank List when they brought the cash to my home and i wonder if you have gotten it too. Send an E-mail to them now at [email protected] or text them to (202) 630-1721 if you have not gotten it, so you can receive your cash too. Many of my friends E-mail them and they got the money too. IS THIS TRUE?

No, it's not true.  The poster said this was emailed from a friend's hacked Facebook account.  And The World Bank wouldn't use a free email account like gmail.

WHO HACKED IT?

Who knows?  It doesn't matter who hacked it, only that it was hacked and emails sent from the account.
