This caller MAY be Political Opinions of America, although they seem to call people at all hours of the night and day, so I am thinking that they are some sort of criminal activity, be it a simple scam, political dirty tricks, or a collector harassing people.
Any of these things could be hiding behind a name like Political Opinions of America, and that identity is not confirmed yet in my mind.
Sometimes calls like this are so weird I can't guess what they are up to. So far, this caller is in that category.
They are using Bandwidth.com for their phone service.

I am about to file a very polite report with their phone provider (who everyone should remember, has not done anything wrong). If I can persuade them that this customer of theirs is acting outside the law, then they may take down their phone service. I am not asking anyone to contact them. Unless you are able to "speak the lingo" and feel inclined to be extremely polite, I'd rather you not.
However, there are a more VOIP service providers out there than I can count, and getting them booted in one place will not have a lot of impact. They probably already have an account(s) at a backup provider, and changing sip trunks takes minutes, not hours.
Still, it is worth a try. Maybe these guys are relying on an outside tech, and a dropped trunk will be a small hassle. Who knows.
Just a quick follow up. Right after I posted, I stumbled up on something which makes me believe that this caller is the "Take a Survey, Get a free Cruise scammer". That would make a lot of sense, as people are getting calls like this at all hours.
If you aren't familiar with this scam, after some sort of silly survey, you will be offered a free cruise. Free, that is, except for a small fee here and there.
The result is that you will find yourself paying more for this free cruise than you would for a really nice "not free" cruise.
Furthermore, there are reports from people that have actually gone on their "free cruise" which are pretty scary. Unless being dumped in the middle of nowhere in another country by a bunch of thugs sounds like your idea of a good time. Or staying in a filthy hotel where strangers try to get money from you when you pass through the lobby is your idea of vacation accommodations.
