I'm posting this, hopeful it will be the only report but, as a caution in case my inner-cynic is right.

I got a call from this number, no CID name information set, to one of my mobile lines on June 6, 2016.  I didn't answer it, and the caller left a voicemail.  It was a woman who told me her name, the institution (a psychology school) she was calling from, and asked to be called back.  She did not mention the name of who she was calling for in the voicemail, and I do sometimes get wrong number calls for whoever had this number years ago.  I've never heard of the woman's name nor the institution she said she was calling from, and I can't imagine a legitimate reason they'd have for calling me.

whitepages reverse lookup on the phone number tells me the carrier is "VoIP - Broadsoft/XO Communications SMSEnabled."  The 202 area code is usually associated with Washington D.C., but reverse lookup says this one is based in Beltsville, MD.  The psychology school she mentioned does seem to be a real school in D.C., but their web site doesn't list any non-800 phone numbers.  I tried calling the 202-706-5065 number back.  The first few times I got a recorded voice saying the person I was calling wasn't available with a snippet of recording for the person to say their name - the snippet was hard to hear clearly, but it could've been the same woman's voice saying the same name she left on my voicemail.  Nothing in the voicemail greeting mentioned the psychology school's name.  I didn't leave messages.

I called back again earlier today (June 7,) and the woman answered this time.  I told her I got a voicemail from her asking me to call back, and I explained I'd never heard of her or her organization before.  She asked for my name.  I gave her a first name, not a last.  She implied the only reason they'd be calling was if I was a student or a potential student of their school.  I'm neither and assured her so.  It sounded more and more like a wrong number.  I told her I get nuisance calls to my line, but they don't normally leave nice voicemail messages.  She told me she could sympathize, as she gets them, too.  She told me if it was a mistake I'd keep getting calls from them unless she corrected the problem, and she insisted she'd need my full name to do so.  I didn't give it.  I asked, but she said she had no way to search her contacts by phone number.  She was polite and civil throughout, but I could hear some frustration in her tone of voice by the end.  The conversation satisfied me that whoever she is/they are, I don't need to talk with them anymore.  When I told her it sounded like they simply had a wrong number for someone, she repeated her concern that people would just keep calling me if she didn't fix the problem.  (The potential of having my number entered for someone else's name didn't seem to phase her insistence that she needed my name to fix the problem.)  I told her no worries, I'd handle it on my end.

I hope this was just a wrong number.  I hope this lady's job is contacting students or potential students for a legitimate psychology school whose IT department just happens to issue their staff unlisted VoIP numbers.  I hope it's acceptable procedure for them to not name the person they're trying to call when they leave voicemail messages.  I hope their contact database truly can look people up only by their names, not by their phone numbers.

But this raises lots of my "seems kinda fishy" red flags, so I'm posting about it here.
