I told that because I registered on a website I was selected to win 1 million dollar and the speaker wants to congratulate me. Then the phone was disconnected from the caller side.
The same happened to me. When I asked who "we" were that was offering the money she wouldn't answer and then said that she was sorry she couldn't help me today and hung up. The odd thing is my wallet with my ID, credit cards, and health insurance cards was stolen yesterday. I am wondering if they are related.
I believe this is a Debt Collector because five minutes after the Debt collector call and it's against the law for them to contact you from there cell phone. Getting this person to call to see if you will answer, the background noise sounds like she is driving.
