I’m an Enrolled Agent with the IRS (Inactive). IRS does not initiate contacts by phone. US mail only. IRS does not file lawsuits. IRS has enough administrative authority under the IRS Code and related regulations to collect all taxes lawfully due the federal government. Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter. But--tax disputes are for the most part civil matters. 90% of all IRS tax disputes are settled administratively. IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. IRS does not threaten to involve local law enforcement or to arrest you for nonpayment of federal taxes. IRS has no powers of arrest as related to ordinary tax disputes. Having a deficiency in taxes owed by way of audit is NOT a crime. IRS does not cold call anyone and demand immediate payment of money. IRS does not ask for financial information over the phone. IRS does not accept Green card money paks for payment in any case. No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments. Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation. And yes, liens are placed on individuals but usually after a lot of negotiation and a failure to reach a settlement. All determinations of tax liability are subject to appeals. All contacts by the IRS are initiated by US mail.

Thank you for that post. It was very informative and I appreciate you sharing all of that information with us. I saw it after I posted mine out of sheer frustration and anger. I don't understand how these people still get my cell phone number and my landline when I register them on the Do Not Call website yearly. I guess when there is a will, there is a way but, there's no way I'm going to put up with this anymore.
I get calls from this number several times a day and it is highly annoying. They call my cell phone which is registered on the DoNotCall.gov website, as are all of my phone numbers. I have filed a complaint against them. I've tried to call the number back and it doesn't do anything. It doesn't even ring. The message that is left is obviously done by an amateur who doesn't even come close to sounding like a professional would sound calling from any company.
First of all, the woman did not address me by my name in the message which is a big clue. It's most likely a recorded message that is being Robo dialed out. Secondly, I did not receive anything in the mail with my name and social security number on it, which the IRS would most certainly do. Thirdly, I live in Massachusetts and my IRS home office is very close to where I live . It is where I file my tax returns. Further, it says something to the effect of "THE SECOND YOU HANG UP THIS PHONE, dial blah blah blah in order to avoid legal action from the IRS."
Most criminals really are dumb, however they prey on the elderly or people that don't know any better and that's what pisses me off the most. The good thing is that our local police have put out a few warnings for the he public's information that there is a telephone IRS scam going around the area.
You know just for fun, the next I get a call, I'm going to answer the phone and I'm going to call the number that the woman leaves and if someone answers, I'm going to have lots of fun with whomever answers on the other end !
