I received a call from this number as well as 800-829-1040. I called the 800-829-1040 number back which is actually the IRS number. After finally getting through to the IRS I was advised they did not call me and if I owed them they would've contact me in writing. They advised they do not call people asking for payments immediately. They will allow payment plans. The call from the 800 number was done on Tuesday and today I get a call from 202-808-3730. They stated (on my voice mail) that they were calling from the tax audit department of the IRS and I needed to call them back before I get arrested for tax fraud. This is totally a scam because I don't and never has owed the IRS.
If you receive a call from this number demanding payment from an Indian or foreign speaking person tell them you will call the IRS back directly to determine if this is valid and I guarantee you the person will give you attitude.
Bizarre message from someone for whom English was a 2nd language: "Social Security number regarding tax fraud! A lawsuit will be filed against you in federal claims court today! Give us a call back at 202 808 3730. I repeat: 202 808 3730. Please note that a non-bail-able thresh (?) warrant will be issued on your night (?) if we don't hear from you as soon as possible! So please take care about it."
This sounds like a Pakistan or India based scam. Do not fall for this.

Federal authorities do not initiate any legal action via phone. The scammers usually use voice over IP lines (e.g. magicjack (Ymax corporation). This is always against these companys' terms of use and can lead to termination of their contract. However only law enforcement can initiate the contact if you yourself are not a customer. Therefore, report it also to your local law enforcement agency. Ultimately this is a case for the FBI legal attache in Islamabad or New Delhi. If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction (and the NSA can finally be a force for good).
