It's a scam. The IRS would send you certified mail, not call and leave a poorly worded voice mail addressed to no one in particular. Just block and ingore their calls.

I received a voice message saying that this call from iRS and the man name kelvin Mason first of all the IRS don't call I would get a letter in the mail I know it a scam I'm so tired of this person calling my phone I have reported it before please do something about it and the number the man left it 202=840=6515 this person is a fraud and a scam
What do you expect US to do about it? This is a website to help identify unknown phone numbers. No one here can do anything about any calls you receive but you can. Invest in a call blocker or at the very least don't answer calls from numbers you don't recognize. If they can't speak to you, they can't try to scam you.
