I was unable to locate any further details about this number during my google search. I anticipate that it may be a political call due to where the call originated.

Chances are this caller is either exempt from the DNC (political call) or a scam of some sort (fake IRS agent). In either case the call is not a DNC list violation. The V-string reported by others indicates an automatic dialer called the V-dialer and is suggestive of political robocalls.
