Not reallly possible at this time.  They are scammer/extortionists working out of India.  Beyond US jurisdiciton and they are pretty much bullet proof.  And they know it.  Call blocker is your best bet.

I got a voice mail yesterday (5/2/2014) telling me that, I made a  federal crime. So call back this # immediately 1-202-864-1185 to Robert William or James Anderson. They want to help me. Otherwise police is coming to arrest me. Almost a year ago similar call came and thretened to arrest me by police. A year goneby, no police came to arrest me. Some body told me that they already have extracted money from weak minded people meeting in Walmart or in RiteAid store. What is going on in the United States? Is this country becoming a heaven to these scam artists?

Some of them are not in this country and its a attempt to extort and scam money.  Impersonating officers is also illegal.  Not to mention they break all the FDCPA laws.  Owing a debt is not a criminal offense, its a civil matter.  Do some fall for it, yes sadly.

For Extortion Scam Operations,  File reports with the FBI, your state attorney general and Department Of Justice,CFB,FTC & FCC..
