Confirmed fraud attempt (IRS script). This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines but not by calling them back directly (the number may be spoofed and repeat calls by you may - under exceptional circumstances - amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://m.ndtv.com/article/india/ex-call-centr ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). I got a robot message to call this number before legal action is taken against me for back taxes owed. I clled the number just for fits & grin and was told by someone with heavy Indian/Pakistani accent that I owe $3,989.00 based on a recent audit of my 2009 tax return (what a joke!). I told rep I have not received any notices of any audit and as far as I know, I do NOT owe any back taxes to the IRS. Rep said he'll transfer my call to his supervisor and put me on hold. A senior supervisor (big joke) identified himself as agent Vincent Miller gave me a fake badge #, told me over and over that I owe back taxes and if I don't pay right now, IRS will issue a warrant for my arrest. It sounds really scary, but these guys forgot there's such a thing call due process. I told Vincent to go ahead and have me arrested as I've done nothing wrong. He called me a f*cking idiot and hung up on me. I called them back and told rep that Vincent hung up on me and to forward him a message--and rep told me "f*cking Pakistani idiot" and hung up.
Same message: "this is IRS......will sue if you don't call back....". Definitely fraudulent. 'First one received from DC area. Other "IRS frauds" received previously were from Seattle area.
Got a computer generated voice message this afternoon from 626-445-9137 advising me to call 202-864-1343 about our IRS case. The original caller ID said "ARCADIA CA". The don't even mention your name. Put the first number on call blocking.
I received a call yesterday from an Acton, Illinois phone no. (618) 462-8724 informing me that the IRS was filing a lawsuit against me and to immediately call this Washington DC number (202) 864-1343 for more information. I called the number 3 times this Saturday morning and reached a busy signal. It was them that I thought it might be a scam. Researching both numbers I discovered both numbers are associated with scams. I filed a complaint at ftcomplaintassistant.gov.
