Got a call from this number today (11/6/2016) at around 6 PM. Caller ID showed up as "Out of area 1-202-864-1648". I let all "Out of area" calls roll thru to voice mail -- standard practice for me. They left no message. Tried calling the number back later (using *67 to block my own CID). Got a recorded message shilling for Trump. Added this number to my phone's Call Block List.
