Found out this is a collection agency called CBE. You can't call the number back, you just get a recording that the number is no longer in service.
Would like to get them to stop calling, as I don't owe anyone any money and they must have the wrong number. But, even when I answer, no one comes on the line. A big PITA.

This is a collection agency in Colorado. The caller claimed to be working on behalf of the US Treasury Department, and everything he claimed was bogus. This caller may be impersonating the collection agency. I told the caller to get lost and contact me in writing if he had any business to discuss. That was over a month ago and I haven't heard anything since.
NOTE: Please be careful not to accidentally post under this phone number, which ends in a 5, if you are actually meaning to report the number "202-870-5896" with a 6 on the end, from the GPS company. I think Connie may have just done that, and I nearly did it myself.
