Go back to the police station in person and tell them what you just wrote here. You've been the victim of a serious attempted extortion. Give them the details and at least they can go to the media and let people know what happened!
Same thing happened to me at work, at first I believed him and got really nervous. As soon as they said he was holding my dad hostage I knew it was a scam, hung up and called my dad. I called the local police and they took the number down but didn't seem too concerned. Said it was probably an international caller reroutinng his number to make it look like it's coming from CT.
This number is still working scams and if you dial it, this Piece of crap answers his phone. So why not make his life a little busy. Start posting his number offering "services" <wink> and he'll start getting calls he didn't ask for. Rest Stop bathrooms, u get the picture

Refuses to contact insurance to settle car damage to said BMW.
Hostile, talks quick, does not want to let you speak or ask questions.
