The number 203-583-4216 seems to be some telemarketer using one of those applications that masks foreign numbers to appear as a US number. I called it back from a masked number and no one answers. It's a fake.
I keep a home phone solely to receive sales and and other calls that has the purpose of gaining money. I do not give out my cell phone number especially from retirement related entities. These calls come in during my sleeping hours. It would be the same as calling someone at 2:00 a.m.
