I have received 2 calls from this number in the last week.  They are calling my Pinger (formerly TextFree) number.  Pinger is an app for free texting.  Phone calls are available IF you buy minutes.  I do NOT use this number unless I know someone 'talkative' will be texting the heck out of my phone, which is used primarily for work..
The caller asks how I am doing today ("American" accent, female) and I say "Fine, how are you."  There is a lot of static and no speaking.  When I get tired of the long pause I ask how I can help her today. There is more static and then she hangs up.  Either that or we are disconnected as it's not really a 'telephone' number.  It's annoying that it takes so long to get past the pleasantries of 'how are you' and never gets to the point of why she's calling me.
