Its a scam. When they call, it sounds like the caller can't hear you. When you call back, you get another recording. Then they try to sell you a new roof.
The man didn't pretend he couldn't hear me, but it kept sounding like his phone was cutting out and I couldn't even hear what he was saying and then the phone disconnected.
