An arrest warrant is only issued by a judge (or magistrate); it authorizes law enforcement to arrest the person named in the warrant for a specific crime. Warrants are applied for by law enforcement by way of an affidavit that sets up probable cause that a crime was committed and that the person named in the warrant committed it. Warrants are only served by duly constituted officers of the law.
Arrest warrants are only issued in criminal cases. In federal cases arrests warrants are issued by judges against people who have been indicted by a federal grand jury and have not voluntarily turned themselves in.
No arrest warrants are issued by e-mail or phonecall.
This is an absolute scam and these e-mail are absurd on their face.
