So - we called the phone carrier that handles the Birmingham AL area (US LEC of Alabama Inc.: Phone 205-313-1000) and they are aware of this number, but there's not much they can do because this number is associated w/ a telemarketing firm that uses a modem pool system that randomly makes the calls. Hence, the reason why you get the disconnect message when you return the call. Your best bet is to just block the number.

Receive a phone call daily from 1-205-776-6010. Once answered, no one responds on the other line. You can't call the number back either. I suggest you block the call or don't bother answering
Received a call today (on a Sunday!) from POA Georgia. My roommate answered. The man on the phone asked for me. When my roommate told him I was unavailable the guy became rude and hung up.
