Who called from 2059847189

I called our dispatcher from our location in Springfield, Nebraska and his called ID showed I was calling from 205-984-7189, Victoria BC.  Who is getting scammed there, me or him?

My husband just called me from his cell phone and instead of his number on caller ID there was Unidentified Caller and 205-984-7189.

What is this???? He called me back and it came up the right way with his number.
