I have a Seattle number myself, and I get calls from this number - about once or twice a week. If I answer, there is only silence on the line.
If I call the number, the call doesn't go through at all.
As a quick update, I was not expecting anyone to call my on Skype either (I'm pretty sure no one I know is calling me via Skype). So it's all the more perplexing.
I GET A CALL FROM EVERYDAY FROM THIS NUMBER 206-336-7211 AND WHEN I SAY HELLO NO ONE ANSWERS BUT THEY HANG UP ON ME. I WONDER IF SOME CREEP IS LOOSING HIS MIND. THIS IS REALLY FREAKING ME OUT.
