WOW, I guess it is a scam. I received the EXACT same email.... darn! I am glad that something told me to do just a little more research. After visiting the BBB there was nothing.... Thank you for this web site....Saved my butt I am sure...
I received also the same 'Design Center' scam several times, but this here is the same fax number decorated with a new scam version:

I questioned it as well. The emails I got are listed below. The first one says that they reveiwed my CV? What do they mean by CV? Which indicated, that it was a scam. The person is the Staff Manager of what Company? I was able to connect to the website but made an inquiry on the website about where they are located and if Anthony Davis worked for them? So far no real response. I did how ever get a second email from the person and posted that here as well. If they do respond, is it a human responding or auto response form being sent. Since I did not send him a response directly, the second email was sent automatically. So I see it as a scam.
