I reported these people to the Attorney General's office in their state and mine. I got a call back from the AG telling me that these are scam numbers all starting with area code 206-397- and then (in this case) 1852 or others. They confirmed that it is a number that dials randomly to see if anyone answers. At that point they record your phone number as working one and then they start the scam calls in earnest, most from different area codes. They told me they are working on it and there is nothing they can do for it at this time (Sheesh) even though they are trying to find a way to stop the phishing type calls. They ended by saying if you do not recognize a number, do not answer it, ever.
