"The reason 'of' this call is to" harrass you. The caller is not an American and he is certainly not Brian Schneider. Ignore this caller.
Some dude with very poor English, and a strong Hindi accent claims to be the IRS... informing the call recipient that there is a "warrant for your arrest", unless you pay. You can get off the call list by calling the number back and making fun of his Indian Accent!
