said they were calling from IRS & owed $4000 & if wasn't paid in 20 minutes he would be taken to jail

They are not the IRS and your are not going to jail.   Ignore them.  They are thieves!

scam scam scam.... tell all your friends... don't do the moneygram like they ask, you can't get it back...

These thieves called my 78 year old mother telling her that if she didn't pay $3200 they were going to take her and my fathers license and going to jail! Shame on them!! And hope that I don't ever meet the person face-to-face that called my mother!!
