I received a call from this number, stating the IRS has a warrant for my arrest and treathing my property.

Same message as everyone else.  IRS has a warrant our for my arrest.  My property will be seized, etc.  Last time I checked, you do not get a phone call for any of the authorities if you are going to be arrested.

I, too, have an arrest warrant issued for me by the IRS.
