Not sure why authorities can't trace them with the phone number as they do need some kind of documentation to get phone numbers assigned.
Got a txt from this number. suspicious
WELLS FARGO ALERT: Your CARD starting with **** has been DEACTIVATED. Please Contact us at: 206-427-9512."
Call the number listed & the voice mail prompts you to enter your account number. sounds official.... but I don't have an account here.

I reported this to Wells Fargo since I only have a mortgage account with them, not a credit card. I can easily imagine someone getting caught offguard and giving their credit card number. Will use the link above to report it to the FBI.
