I got this same call on my cell. Same message about being the IRS and wishing me good luck as this situation unfolds upon me, I KNOW I don't owe the IRS, as they issue me a refund every year. SCAM!!! I blocked the number.

Horrible scam! Same guy & accent ("Officer David Cooper") calling from direct IRS hotline. I reported to DNC List & local police. Found out you can get your cell service provider to block a number for you. Call Type here needs a SCAMMER category for calls like this.
Report the Calls to the real IRS here:
•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
I also got this call.. The man w/the accent told me to go to a riteaid for a gov bond.. I called the riteaid to ask if they knew about the scam & they said hang up, call the police because we do not do government bonds.. It's a scam!!
