Calls people who post ads on craigslist and also posts himself.
The person who owns this number, is running a software installation scam using counterfeit software.  Software that is not free, but you are told is, and that it is "PERMANENTLY ACTIVATED".  What it really is is counterfeit and jammed with enough trojans to choke a horse.  The software this person installs will get locked by Microsoft when the computer is hooked to the internet.
