Who called from 2064960962

is there any "technical" way to get get of these robo calls?  Is there a way to blacklist them?  Can phone companies determine if phone call is from robot vs human call?

I know number.

Buffalo, NY  Thurs, 7/5/12, 9:14am.  Caller ID reads IND SUR GROUP.  I did not answer; no message left.

JERKS hung up on me when I answered my business phone as they hang up on the answering machine.  Here are numbers they have used.
