This is absolutely a scam, so report it ti the Federal Trade Commission on their website www.FTC.gov, which is the federal agency that collects scam source information - most local police depts are not able to do anything for you, because it's not in their jurisdiction, but the feds DO have jurisdiction and they can take action at some level if they get enough complaints. Call them or go the website and report it asap.
The IRS, FBI, Canadian Government, US Government, etc... will NEVER call you if there is a serious problem. Instead, you will receive snail mail or an officer will come to your door with a court document. Should you get calls like this in the future, it's best to just hang up immediately and report the incidents to your local police department.
