I wonder if it's just a way to check peoples phones numbers to see if they are active.  Maybe microsoft or some company like that collecting numbers for marketing purposes

Called at 5:00 a.m.....WTH?

Number is registered to Centurytel OF Washington, INC., an internet provider

They called me at 1am.  I looked up the company on the internet - Its  a telecom company, became CenturyLink recently.  Maybe they are compiling some kind of directory to sell with their services. There is a VP contact listed on their website:
