I've been getting calls from this number lately. I called back, blocked my number of course. I got a message about "we're not able to complete your call at this time..." Seems like a message that one one get if the person that they're calling has had their service disconnected due to not paying their phone bill. I have now put them in my call blocking app on my Android phone and as well as made a address book entry on my visual voicemail (YouMail) and the message they will get is that my number has been disconnected.
