I've received a call from this number twice on my cell phone. I didn't pick up. The first time I called back (using a different phone), I got a voicemail message so I assumed it was from a wrong number. The second time, I got a message saying the phone is disconnected or no longer in service. I had called back within a 20 minute window so I doubt this number comes from a legitimate service or person. This number will be blocked.
