I received a call on Monday Feb 1st from the same number (206-802-0884) Caller ID also says GGP Westlake.. I got the same message others did regarding the treasury dept, ignoring the call resulting in legal action etc.
Fraudulant call claiming to represent a federal court or US Treasury implying that I was in some sort of trouble and needed to call them back for help. All of it was very vague, never stating my name or address, or giving any indication that it was anything but a cold call looking for a sucker. Filed complaint immediately to the FCC with recording and transcript.
David Gray left me a message as well. Never called back because I am not delinquent anywhere, pay all bills in full every month. He hasn't called back.
Received same call 1-29-16 at 1pm. "GGP Westlak" appeared as caller ID. Person identified himself as what sounded like "David Craig." Hope this info helps put an end to this. That's just what we all need ...another scam.
