The IRS never initiates a contact via phone.
They always send a snailmail first.

Yes, it is a scam. The IRS will never call you and leave you a voicemail message stating that they're going to sue you. By the time that happens you would've been notified well in advance and by certified mail.
I called the number back and a guy named "Jason" answered. He had a horrible Indian accent. When I asked why they called, I couldn't understand him, and then hung up on me. Called back. Hung up on me again. I called a third time and asked for a supervisor. Told me no, and that I had the wrong "effing" number. I told him to stop being a [***] and stop scamming people and gave him a few more choice words then hung up on him. I could hear it was a call center because I heard tons of voices in the back ground.
This is crazy. the recording asked me to call 206 855 3205. They claim to be the IRS and I will soon be arrested for not paying enough on back taxes. They say that I can pay my 2012 tax shortage to them or fight it out with the IRS. I said I would fight it out in court with the IRS.
