This call was a woman from "Consumer Services".  They wanted to give me the "opportunity" to lower the rate on my current credit card.  When I told them that I don't use credit cards and to please take my name off of their calling list, they hung up on me.  
I knew they were fraudulent from the beginning of the phone call because I really do have a credit card.
