this number calls and leaves message about lowering your interest rates . It is a cell phone out of ME

This number has a '44' before it, and they call about lowering interest rates with a press 1 option to talk to someone.  I pressed 1 and was on hold for 10 minutes before hanging up.  They called my cell phone.  

They call 4-5 times a week.

Funny, called our house, too, did not leave message - but we are on "do not call" list so they seem to violate that agreement regularly.
Verizon Wireless reverse phone lookup says "cell phone registered in Augusta, Maine".

I received a phone call on my cell phone today about lowering my interest rates from 310-485-8984.  I asked what credit card? He said all of the major brands and then I asked what account number was he reffering to and he hung up.  I bet it was a scam.
