I got this call too on my caller ID and says "Message" I called back and got a pre-recorded message to press 1 to remove my phone number to their Do Not Call list and it will take about 72 hours to take effect.
Called my home phone, said it was an automated survey for the City of Long Beach California. Um yeah. 1 - it's 10pm 2 -I live in Florida.
dialed number back it thanked me for calling back, if you no longer wish to be called about their special promotions, press 1 to be placed on their do not call list. We'll see if that works.
