Various websites indicate this caller is located in Hayden, ID - one of several homes for http://www.CeterPartners.com.  They have call centers in Fort Collins, Colorado, Coeur d'Alene, Idaho, Idaho Falls, Idaho, Hayden, Idaho, Eagle Pines, Idaho, Ziegler, Fort Collins, Colorado, and Liberty Lake, Washington.

Center Partners is a company that makes and receives telephone calls for various "partners" - companies that pay them for their services.  So far, I have found only one effective way to send them packing.  To learn how to fight back, go to:
