Who called from 2084512282

Rang cell phone once no message. I will not pick up unknown calls but who does this?

Called at 3:55pm.  Rang a few times and hung up before I decided I was not going to pick up.

Called and left no message

Only 1 day after I renewed my cell number on Do Not Call List.......

They say I have won a gift card but have to pay them for shipping and handling.  Also signs me up for a package deal that I have 30 days to cancel.  This is a scam.  Do not answer, do not sign up.  The person did not speak English and could not tell me where they were calling from.
