Keep calling about some legal papers about a  complaint, but advise not to call the number back gives me another number to call in its place but this is a persons cell number.  Just want to know why they are calling me and how did they get my number.

It is most likely a scammer that has acquired your info. from the internet. Perhaps you filled out an on-line loan form or a job application. Do not return any calls and if they call back demand written proof of any claims to be mailed (not e-mailed) to you. Do not believe any threats of arrest or garnishment. Request the callers name, the firm they are with, their WORKING phone number and the identity of the original creditor. If they refuse to supply you with any of the above they are a fraud. Legitimate debt collectors have nothing to hide. Fraudulent debt collectors make alot of noise but tell you nothing. They want only your money. Give them no personal or banking information. Do not be intimidated. They may sound scary and may threaten you with everything from arrest to lawsuits. Tell them to shove it. Harassment at home and possibly work may follow but simply inform your family, friends and boss that some scum-bags are trying to defraud you.
An honest debt collector is simply doing his job. He may be stern but he will follow the laws governing his trade. A dirt-bag collector will be glaringly obvious in his devious behavior. If they act like true pricks then they most likely are nothing but true pricks!

told them I was recording the conversaation and they hung up.  Called number back and the message says they don't accept calls on that voice mail
