I have received repeated phone calls from this number. There is never a person on line.  Spmetimes after I say hello a recording comes on and other times the caller disconnects.  The recording that I have received states that this is my second and final chance to avoid being referred to authoriries for prosecution.   I have never done anything that would involve being on the wrong side of the law.  I assume it is bogus and worried it was coming from another country where if I returned the call I would be charged with huge long distance rates.  However, it is from California.
