i get a call every night at 3 am each night from a different number.  this was the number last night

Called. I answered. Nobody said anything so I ended the call.

This number calls me, I answer, they say nothing, I hang up. When I attempt to call them I get the message "you are not approved to call this number". Wish I knew who they were so we could attempt to get them to stop. This just started happening last week.

I received a call from this number, and they don't say anything or hang up.  When I picked the line back up a few times they were still there.  I finally got a dial tone!

Same as what the others are reporting; I picked up and answered.  Could not elicit a response.  I hung up.
