Who called from 2092890187

I received two in the last two days. No message left. I answered once and no one was there

This jerk has called 28 times in the last 3 days. Even after I  blocked it, it keeps coming up on my log. Is this a total idiot or a computer generated call. It tracks back to  Stockton, Ca phone.

Keeps calling, I don't answer and they leave no voice mails.

They keep calling and when I say Hello nothing happens for a few seconds then I hear Goodbye.

That's what happened to me today.
