The FTC (Federal Trade Commission) has just ruled that the telephone companies can and should provide free blockers within their systems to block these scammers and con artists.
There is an effort being made by Consumers Union (they publish Consumer Reports). The effort is a petition to the phone companies—responsible for these phone calls—to offer free scam blockers.
The telephone companies are dragging their feet. They do not screen scammers and are making money off their harassing telephone Robocalls to consumers.
Signing the petition is sure to help. Consumers Union has clout because of the numbers.

Also, contact your Congressman. Congress should address this issue since it is a federal problem. My California Congressman Garamendi did not respond until after 13 E-mails, but I hope you have a better Congressperson than me.
Another one of the energy companies trying to take advantage of utilities deregulation in CA. Pretty good, since I live in NY. They left a message on my machine.
The first call from them, today, at 12:25 p.m. I have caller ID, so do not pick up the phone when I don't recognize the number. It goes to answering, but they do not leave a message.
