have had several missed calls from this number.. answered and no one is there.. call it back and it says number can not be completed as dialed

got called from this #. answered and no one was there. called it back several times and got a busy signal. what is this??

Got numerous calls from this number throughout the day. I didnt answer and it didnt leave a message. I called back it rang and then gave a busy signal. I answered and it hung up. Anyone have app blockers for this type of mess?

I am tired of you calling my number and playing games on my phone.  Expect a visit from the police.
