I called Time Warner Cable who handle my account and there is no way to blsoc a single number, although I can do it on my mobile phone. They told me to "report it to the authorities" whatever that means. didn't know we had a phone plice ...
I have also received calls from this number and also another number starting with 619- (also a CA number). My friend and I figured the language was Mandarin or Cambodian. I actually called back and they told me that they had my number in their system and they would take me out of their system. We'll see if that happens!
