I got a message from a Steve Marshal who claimed to be calling from the Treasury Department. He said I needed to contact him concerning possible legal action against me. I guess I wasn't supposed to notice the accent, or to even know proper procedure. I'm reporting this to the proper authorities.
It was a recording: Law enforcement action started on my name. Supposedly the US Treasury Dept. I looked up & contacted the actual US Treasury Dept & was routed to the Treasury Inspector General for Tax Administration(1-800-366-4484) which is where they handle reports of fraud. The mailbox was full, so I filled out a form at www.tigta.gov "IRS Impersonation Scam Reporting". Their web site emphasizes that a federal agency will not place automated calls like this.
