This is a highly illegal practice. This person claims to be Officer John White calling from the IRS to inform you that a warrant has been issued for your arrest for unpaid taxes, and "your physical address is under investigation." I also received same message as previous poster. Man left message and identified himself as officer John White (first flag-- no middle eastern man would have this name). Said there's an arrest warrant for unpaid taxes-- (second flag-- all my taxes are paid). I called police and tried to file a complaint. Unfortunately couldn't do it over the phone.
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I also got a call from (209) 810-971. He left a voice mail saying there's a warrant out for my arrest. I tried calling him back to give him a piece of my mind but he's been dodgy. Possibly after I found out and reported another number. They probably exchanged details.
